People act in irrational manner when injured/under stress. The injured officer should have remained behind cover. The uninjured officer exposed himself and attempted to drag his injured comrade. To what end? Never expose yourself in a gunfight. You can't do anything to prevent an injured comrade from bleeding out if that's there fate, but you are no good to anyone if you are injured because you exposed yourself.
